Opendatabot compiled a ranking of the largest employers in 2026, based on companies’ financial statements. The top three leaders remain unchanged, while the rest of the ranking saw minor changes: Silpo moved ahead of Ukrposhta. Overall, only six out of the top ten companies increased their staff last year.

Ukrzaliznytsia has remained the largest employer for more than 5 years, although its workforce is gradually decreasing. Over the year, the company’s staff shrank by 5% — to 169,952 employees. Since the start of the full-scale war, the workforce has decreased by 27%, or 62.8 thousand people.

Second place is held by ATB, with 46,649 employees. Over the year, the company increased its team by 565 people (+1%), but since the beginning of the full-scale war, it has lost 14,133 employees (-23%).

Third place is held by Gas Distribution Networks of Ukraine, employing 39,444 people. Over the year, the company added 1,770 employees (+5%) — the largest growth among all companies in the top ten.

Silpo moved ahead of Ukrposhta and rose to fourth place with 32,367 employees. Over the year, the team grew by 1,001 people (+3%), but compared to 2021, the company has lost 9,808 employees (-23%).

Ukrposhta, now in fifth place, employs 31,739 people. Its workforce has not changed over the past year, but in the long term the decline is significant: down by 30,634 employees (-49%) compared to 2021.

Nova Poshta holds sixth place with 27,572 employees. Over the year, its workforce remained almost unchanged (+0.2%), while since 2021 it has decreased by 2,218 employees (-7%). The company explains that the overall reduction is mainly due to the war, employee migration, and changes in operational processes. Going forward, the focus is on retaining key staff and developing internal talent.

The largest percentage change in staff over the year was recorded at Energoatom: −6%. Since 2021, the company has lost 8,087 employees (−24%). Currently, according to financial statements, the company employs 25,740 people.

In eighth place is Forests of Ukraine with 22,252 employees. The company is currently in the process of termination due to reorganization. At the same time, it recorded the largest percentage staff reduction among the top ten last year: −6% (−1,465 employees).

Ninth place is held by Ukrnafta with 19,583 employees. Over the year, the company grew by 657 people (+4%). However, since 2021, its workforce has decreased by 1,213 employees (−6%).

Rounding out the top ten is Ukrgazvydobuvannia with 17,794 employees: +477 people over the year (+3%). It is the only company in the ranking that has increased its workforce since the start of the full-scale war: +979 employees (+6%).
