Increase in Domestic Violence Cases in Ukraine in 2024
Fewer Cases of Domestic Violence Reach Court

There have been 1,521 criminal cases registered under Article 126-1 of the Criminal Code of Ukraine ("Domestic Violence") in the first five months of 2024, according to the Prosecutor General's Office. The number of such cases continues to grow steadily, while the percentage of cases reaching court has significantly decreased this year.
Since the beginning of the year, 1,521 cases of domestic violence have been opened, marking a 36% increase compared to the same period last year, when 1,121 cases were registered. For comparison, 1,343 cases were opened during this period in 2021.

Currently, an average of 300 such cases are registered per month. In comparison, about 200 cases were opened per month in 2021.
The number of cases reaching court has significantly decreased. While around 83% of cases made it to court in 2022 and 2023, this year only 64% have done so — the lowest rate in the past five years.
This year, more than 1,000 Ukrainians have been charged with committing such crimes.
Context
On June 20, 2022, the Verkhovna Rada ratified the “Council of Europe Convention on preventing and combating violence against women and domestic violence” (Istanbul Convention). The document aims to establish criminal liability for violence against both women and men and ensure punishment for such acts.
In May 2024, the Verkhovna Rada passed Law No. 8329, which prohibits the closure of domestic violence cases, increases the terms of liability, introduces administrative liability for sexual harassment, among other measures.
