30.11 million times citizens crossed the state border in 2024, according to the State Border Guard Service of Ukraine. 2% of those who left did not return — about half a million citizens. Over the year, the number of Ukrainians not returning home tripled.
2% of Ukrainians who left last year did not return to Ukraine — 443,000. This is 3.3 times more than in 2023, when the difference between those who left and those who returned was only 134,000. In 2024, the highest number of people who didn’t return was in June — 194,000.
Only 3 months last year had a positive dynamic, with more citizens returning than leaving. Among these were April — +58,000, July — +23,000, and August — +89,000.
In total, about 3 million citizens have not returned over the 3 years of the full-scale war, according to official data from the State Border Guard Service. This is almost the same as the number of people who left over the 11 years before the full-scale invasion — from 2011 to 2021 (3.3 million).
It is worth noting that the data from the Ukrainian Border Guard Service only reflects information about citizens who left through official border crossing points. Reliable data regarding Ukrainians who left the temporarily occupied territories (TOT) or left illegally is currently unavailable.
As of August 31, 2024, 4.2 million Ukrainians had temporary protection status in European Union countries, according to official EU data. 60% of our refugees were hosted together in Germany (1.1 million), Poland (975,000), and the Czech Republic (376,000).
