42 cases were filed this year regarding the restriction of driving rights

According to the court registry search engine Babusia, at least 135 court cases related to restrictions on driving due to violations of military registration rules have been recorded in Ukraine. This year alone, 42 cases have already been opened, which is more than in all of 2024. However, 92% of proceedings do not reach a final court decision due to errors made by the claimant. So far, courts have satisfied the requirements of the Territorial Recruitment Centers in only 10 cases, while one case resulted in a refusal.

135 court cases filed by Territorial Recruitment Centers to restrict the right to drive a car have currently been recorded in Ukraine, according to the court registry search tool Babusia. 42 cases have already been opened this year, which is more than during the entire year of 2024. The current year may become a record year overall, since only 52 such cases were found in all of 2025.

However, 92% of cases stopped at the stage of procedural rulings and never reached a substantive hearing. Courts reached a final decision in only 11 cases. In 10 cases the claims of the TRC were satisfied, and in one case the court refused.

Analysis of court decisions shows that the reason for the mass dismissal of cases is procedural errors made by TRCs. Lawsuits are often filed with procedural deficiencies or without paying the court fee. In such situations, courts usually leave the claim without movement, giving time to correct the mistakes. If the deficiencies are not corrected, the materials are returned to the claimant.

The largest number of lawsuits from TRCs was filed in Dnipropetrovsk Oblast — 35 cases, which is more than a quarter of the total number. Next comes Kyiv Oblast with 23 cases, while Khmelnytskyi Oblast and Zhytomyr Oblast have 13 cases each. In some regions, TRCs do not attempt to restrict drivers for violations of military registration rules at all. This includes several frontline and other regions such as Volyn Oblast, Mykolaiv Oblast, Ternopil Oblast, Odesa Oblast, Cherkasy Oblast, as well as the Kyiv.
