The number of overdue and unpaid fines from Territorial Recruitment Centers (TCR) for violations of military registration rules in Ukraine is rapidly increasing. Since the beginning of the year, nearly 10,000 enforcement proceedings have been opened for unpaid fines — almost as many as during the entire year of 2023. However, Ukrainians are in no hurry to pay these fines: only half of the enforcement cases opened last year have been closed. The most active fining this year is taking place in Dnipropetrovsk region. Every second fine is issued to individuals aged 25–35.
Since the beginning of the year, 9,658 enforcement proceedings have been opened for overdue and unpaid fines issued by Territorial Recruitment Centers (TCR). This figure is almost equal to the total for all of 2023, which saw 10,541 cases.
Despite the growing number of fines, Ukrainians are in no rush to pay them. As of now, 23% of enforcement cases opened in 2023 remain unpaid. Among last year’s TCR fines, 52% are still outstanding.

This year, the most active regions for issuing fines are: Dnipropetrovsk region — 1,053 cases, Kyiv — 1,003 cases, Poltava region — 916 cases.
Nearly half of the overdue fines this year were issued to Ukrainians aged
In the Opendatabot, you can check for any TCR fines by entering a person’s full name and date of birth. After checking, you can obtain a certificate confirming whether there are any open enforcement proceedings regarding fines for that individual.
Men aged 18 to 60 who have not updated their information in the TCR and military records or are not on the military register face fines ranging from 17,000 to 25,500 UAH during martial law or for repeated violations. This regulation was introduced last year; prior to that, the fine was 1,700 UAH. The fine for citizens is between 17,000 and 25,500 UAH, while for officials and legal entities it ranges from 34,000 to 59,000 UAH. If the fine is not paid on time, the amount doubles once the case is transferred to the enforcement service. However, paying the fine does not exempt one from fulfilling the obligation that was violated, meaning the need to comply with military registration rules remains.
It’s worth noting that in early January 2025, the Ukrainian Parliament approved a bill (No. 12093) in its first reading, which proposes offering citizens a 50% discount on fines for the late update of military registration information.
