More than half of state-owned companies didn’t submit financial reports

963 state-owned enterprises didn’t submit financial reports for 2024, according to the State Statistics Service of Ukraine. The fewest reports came from regions that are temporarily occupied. The most profitable was the Pavlohrad Chemical Plant — with over 6 billion UAH in profit.
59% of all registered state-owned enterprises didn’t submit financial reports in 2024 — that’s 963 companies. Among those that did report, 41% were unprofitable — about the same as in 2023).

The only region in Ukraine where all state-owned companies submitted financial reports was Rivne. Meanwhile, the fewest reports came from areas near the front line or temporarily occupied: only 5% of state companies in Donetsk and 9% in Kherson submitted their reports.
The best-performing company in the country was Pavlohrad Chemical Plant: its revenue increased 3.5 times in one year, reaching UAH 29 billion. Its profit was UAH 6 billion, making it the leader among state-owned enterprises by both revenue and profit.
"Forests of Ukraine" ranked second in revenue and third in profit. Over the year, it earned UAH 23 billion in revenue and UAH 2.5 billion in profit.
In third place by revenue was "Ukrspetsexport", with UAH 13 billion, which is 2.3 times less than in 2023. The company made UAH 94 million in profit.
The Ukrainian Sea Ports Authority took second place in profit, earning UAH 2.7 billion. In terms of revenue, it ranked fourth, with UAH 6.3 billion.
