Employers who failed to hire people with disabilities received an average fine of UAH 317,000 last year, according to the Social Protection Fund for Persons with Disabilities. More than 8,600 companies were fined for this violation, with the total amount exceeding UAH 2.76 billion. Overall, there are currently 88,705 companies in Ukraine with 8 or more employees that are subject to the mandatory quota for employing people with disabilities.
Employers who failed to hire people with disabilities last year are required to pay an average fine of UAH 317,000. Over the year, the average fine increased by 20%.

A total of 8,697 employers who failed to meet the quota were fined, with sanctions amounting to UAH 2.76 billion. This represents about 10% of all employers who were required to hire people with disabilities based on the results of 2025. For comparison, this figure reached 17.5% in 2023, and before the full-scale war — only 2.5%.
A total of 88,705 companies with 8 or more employees were subject to the mandatory requirement to create jobs for people with disabilities last year. This is 2% less than in 2024.
