Notarial actions in numbers

Ukrainian notaries used 7,169,197 notarial forms in 2025, according to the Unified Register of Notarial Forms. This is almost the same as a year earlier; however, compared to 2021, the volume has decreased by about a quarter. Against the backdrop of an overall decline, individual categories show different trends: demand for land transfer transactions is growing, while wills and certified translations are decreasing.
More than 7 million notarial forms were used by Ukrainian notaries in 2025. Over the year, the number of forms remained almost unchanged; however, compared to the period before the full-scale invasion, the decline is significant — about 25%.
It is important to note that this refers specifically to the circulation of notarial forms, not the number of transactions. A single notarial act may require several forms, so this statistic reflects the volume of document processing rather than the number of legal actions.

Inheritance matters were handled most often: 1,011,321 forms, which is 5% fewer than in 2024. One of the largest categories also remains land alienation — 888,719 forms. This figure increased by 13% compared to 2021.
At the same time, the alienation of real estate (apartments and houses) is not in the same demand. 848,653 such forms were used last year. However, this is still about 25% less than in 2021.
The number of forms used for wills is also decreasing: 119,133 last year. That is 10% down year-on-year and 26% lower than in 2021. Forms for marriage contracts remain a niche practice — only 7,211 were issued. Compared to the pre-war period, their number has nearly halved, although there has been little change over the past year. For comparison, 165,587 marriages were registered last year.
Among other categories, there were 24,550 certificates of ownership issued. This is more than before the full-scale invasion, but fewer than a year earlier. 11,656 forms were used for vehicle alienation: compared to 2021, such transactions have increased, though the figure declined over the past year. Notarial translations accounted for 7,572 forms — one of the lowest figures among common categories, and it continues to decrease.
The register also separately tracks problematic forms. In 2025, there were 167,542 spoiled forms recorded: over the past year it rose slightly (+2%). Only 10 forms were reported stolen during the year — the lowest level compared to previous years.
