67% of active medical licenses have been issued to individual entrepreneurs (FOPs) in the medical field

The most active among them are FOP dentists.

Almost 44 thousand valid medical licenses are currently registered in Ukraine, according to the Ministry of Health. 67% of licenses were issued to doctors and medical professionals who work independently. The most popular license among FOPs is dentistry. Every fifth company with a medical license operates in Kyiv. Among private companies, the largest number of licenses were issued in junior nursing care and healthcare organization and management.

43,939 valid licenses for conducting medical practice are currently recorded in Ukraine. The vast majority of licenses belong to medical professionals who work independently — 67% or 29,614 specialists.

Among sole proprietors, the most in-demand license is for dentistry — 10,067 licenses, or 34%. Other types of dental practice together account for more than 25,000 licenses. There is also strong demand for junior nursing care — 8,351 licenses (28%), and ultrasound diagnostic services — 2,257 licenses, or 8%. It is worth noting that one license may cover several types of medical services.

The largest number of self-employed medical professionals work in Kyiv — about 2.6 thousand. They are followed by Lviv region (2.5 thousand) and Dnipropetrovsk region (2.2 thousand). The fewest such licenses were issued to doctors in Kherson, Kirovohrad, Chernihiv, and Mykolaiv regions.

Another 14,325 licenses belong to companies. However, having a license does not necessarily mean that a company is operating — 14% of such businesses are currently either in the process of liquidation or involved in bankruptcy proceedings. In practice, 12,377 companies remain registered and active.

It is worth noting that all healthcare-related companies included in the Opendatabot Index 2025 hold valid licenses to provide medical services.

Almost half of the companies with valid Ministry of Health licenses are concentrated in five regions: Kyiv — 2,493 companies (every fifth medical institution in the country), Dnipropetrovsk region (1,006), Lviv region (727), Kharkiv region (711), and Odesa region (679).

The vast majority of licensed companies are private — almost 64%. About one third of medical licenses belong to municipal healthcare institutions, and only 6% of licensed institutions are state-owned.

Among private companies, the most common specialization is junior nursing care, which is included in 6,907 licenses (84%). Almost as many — 6,767 licenses (82%) — include healthcare organization and management. Therapy appears in 2,555 licenses (31%), therapeutic dentistry in 2,421 (29%), and ultrasound diagnostics in 2,409 (29%). Other in-demand specializations include orthopedic dentistry, obstetrics and gynecology, neurology, dentistry in general, and dermatovenereology.
