18 February 2026
504 imported vehicles were subject to the “luxury tax” last year, according to data from the Ministry of Internal Affairs of Ukraine. This is the lowest figure in the past five years. 89% of luxury vehicles were Porsche and Mercedes-Benz, and every second such car was a Porsche Taycan. Overall, electric vehicles accounted for 65% of all cars taxed as luxury.
In total, 504 vehicles subject to the “luxury tax” were imported into Ukraine in 2025. This is 3.2 times fewer than in 2024 and the lowest number recorded in the last five years.
| Year | 2021 | 2022 | 2023 | 2024 | 2025 |
|---|---|---|---|---|---|
| Number of vehicles | 1,006 | 570 | 2,329 | 1,593 | 504 |
Every second car on the “luxury” list was a Porsche Taycan: 232 vehicles. Overall, Porsche became the leader of the luxury segment with additional taxation, accounting for 64% of the total. Another quarter of the market was taken by Mercedes-Benz with 126 vehicles. The remaining 11% of the market was shared by other premium brands, including Audi, Rolls-Royce, Aston Martin, Lamborghini, Maserati, and others.
| PORSCHE | 321 | 63.7% |
|---|---|---|
| MERCEDES-BENZ | 126 | 25.0% |

| ASTON MARTIN | 7 | 1.4% |
| LAMBORGHINI | 2 | 0.4% |

It is worth noting that, unlike the overall car import market, the premium segment is dominated by electric vehicles: 65% of imported luxury cars were electric. Another 18% were hybrids, capable of running on both electricity and gasoline or diesel. Pure gasoline cars, which lead in general imports, accounted for only 17% of the luxury segment, while diesel vehicles made up just 0.4%.
| Electric | 325 | 64.5% |
|---|---|---|
| Gasoline | 83 | 16.5% |
| Electric or Gasoline | 67 | 13.3% |
| Electric or Diesel | 27 | 5.4% |
| Diesel | 2 | 0.4% |
Almost half of all luxury cars were registered in Kyiv city and Kyiv region: 236 vehicles. Another 52 cars were registered in Lviv region, 49 in Odesa region, and 37 in Dnipropetrovsk region.
Most luxury cars are registered to individuals — 82% or 413 vehicles. Only 18% of these cars are owned by businesses.
The ultra-premium segment deserves special attention. Last year, 21 Rolls-Royce were imported into Ukraine. Of these, 15 were the electric Spectre model, costing around $600,000. The register also includes 7 Aston Martin and 2 Lamborghini.
It is worth noting that the “luxury tax” applies to cars valued over UAH 3.2 million and younger than 5 years. The tax for one such car is UAH 25,000 per year.
