Overall, car imports increased by 17%

Nearly half a million vehicles were brought into Ukraine from abroad in 2025, according to the Ministry of Internal Affairs. This is 17% more than in 2024, though still about one-third less than before the full-scale invasion. The average age of imported cars is 9 years. Every fifth vehicle was registered in Kyiv. Meanwhile, every fourth imported car was electric, which is even more than the number of imported diesel vehicles. Volkswagen remains the leading brand, while the Tesla Model Y holds first place among individual car models.
444,860 vehicles were imported into Ukraine last year. This is 17% more than in 2024, though still about one-third fewer than in 2021.
Ukraine remains a used-car market: over 70% of last year’s imports were pre-owned vehicles. The average age of imported transport has not changed over the year — 9 years. For comparison, in 2021 the average age of newly imported cars was 11 years.
There were also some true automotive rarities among the imports — from a 1967 Honda Monkey moped to a classic 1971 Chevrolet Corvette. Even the electric segment has its “veterans”: the oldest imported EV, a Peugeot iOn, is already 15 years old.
Ahead of the return of import taxes on electric vehicles, EVs saw particularly strong demand — every fourth car that crossed the border last year was electric. EVs even overtook diesel cars in popularity: 109,309 electric vehicles vs 94,014 diesel. However, petrol cars remain the лидers overall with 195,059 vehicles.
Notably, of the 504 luxury cars subject to the luxury tax, half were electric.
The most in-demand brand was Volkswagen, while the Tesla Model Y became the most popular imported model of the year.
Volkswagen led in 20 regions. Exceptions: Odesa region — BMW took the lead, Chernihiv & Donetsk regions — Renault, Kherson region — motorcycle brand Spark
Looking only at EVs, the picture is even clearer: Tesla was the #1 EV brand in 22 regions, уступив лише Volkswagen in Zakarpattia and China’s BYD in Sumy region.
Almost every fifth imported vehicle was registered in the capital — 80,425 cars. Lviv region ranks second with 51,730 vehicles. The top five also include Kyiv region (28,179), Dnipropetrovsk region (26,311), and Rivne region (23,608).
