The Ministry of Justice has reopened the Unified State Register

The Ministry of Justice of Ukraine has restored public access to open data from the Unified State Register (USR) on sole proprietors, companies, and civic organizations. As of 2026, there are 2.1 million sole proprietors in Ukraine. This is 6 thousand more than at the end of 2025. Overall, during four years of the full-scale war, the number of sole proprietors has increased by 194 thousand.
On January 19, 2026, an order of the Ministry of Justice came into force restoring the publication of USR information on companies, sole proprietors, and civic organizations as open data. Currently, 2,181,217 sole proprietors are registered in Ukraine. In less than a month, their number has grown by 6 thousand.

Compared to 2024, the number of active sole proprietors increased by 14,412 entrepreneurs. Overall, during the four years of the full-scale war, the number of sole proprietors has grown by 194 thousand.
At the same time, the growth rate has been gradually slowing down. The largest increase was recorded in 2023, when the number of sole proprietors grew by more than 5%. In 2024, growth decreased to 3.5%, and in 2025 — to just 0.39%.
