How is Ukrainian business living through the war?

After the collapse at the beginning of the full-scale invasion, Ukrainian businesses and the labor market went through a sharp decline, a recovery boom, and a gradual move toward stabilization.

How the war has reshaped Ukraine’s economy — we analyze it using data on business openings and closures, job vacancies, and consumer purchases.

Sole Proprietor Economy (FOPnomics) ​

On average, 5,676 sole proprietors (FOPs) and 1,077 companies were registered per week in 2021, before the full-scale invasion. In early February 2022, entrepreneurs registered a record 9,350 FOPs in a single week. With the start of the full-scale invasion, the registers were closed, making new business registration impossible. After the Unified State Register resumed operations at the end of March, 3,565 FOPs and 289 new companies were registered in a week. Overall, in 2022, the number of new businesses declined: 28% fewer new entrepreneurs per week and 40% fewer companies.

Throughout 2023, business activity picked up: company registrations increased, and the number of new FOPs even slightly exceeded 2021 levels. An all-time record was set in autumn 2023, when 12,534 new sole proprietors were registered in a single week. Following this boom, the number of new business registrations declined in 2024.

By the end of 2025, business activity reached a plateau: 5,579 new FOPs and 717 companies were registered per week.

Labour Market — Work.ua ​

The start of the full-scale war caused a sharp collapse in the labour market: while in 2021 an average of 106,000 vacancies were published daily, by early March 2022 this number had dropped to around 3,000. Recovery began in April and reached its peak in September. By 2025, the market had recovered to 95% — with about 100,000 vacancies per day, and up to 150% in western regions. Work.ua notes that the number of companies entering the labour market now slightly exceeds 2021 levels.

At the same time, the first year of the war saw record candidate activity: in June 2022, up to 170,000 resumes were posted weekly. Currently, the number of resumes remains consistently high, at around 120,000 per week. Work.ua states that the growth in resumes in subsequent years is more related to the development of the service than to new waves of unemployment.

The structure of the market has also changed. The share of vacancies without experience requirements increased from 29% in 2021 to 42% in 2025. The gender balance has shifted towards women: their share among candidates rose from 53% to 62%.

Professional demand has changed as well: salespeople and sales managers remain among the most in-demand roles, but demand for bartenders now exceeds that for accountants, and vacancies for drivers have joined those for cooks and waiters.

IT Jobs — Djinni ​

Before the full-scale war, Ukraine had a candidate-driven IT job market.

According to Djinni, as of early February 2022, the number of resumes exceeded the number of vacancies by 1.2 times: 36,000 vs 29,000. The situation changed drastically after the invasion: the number of resumes exceeded the number of vacancies by 8 times. While in other sectors the situation gradually stabilized and either returned to 2021 levels or at least reached a plateau, this did not happen in IT. The peak of the crisis occurred in 2023, with the lowest number of vacancies and the highest number of resumes. At that time, resumes exceeded vacancies by 15 times.

Improvements began in 2024: the number of vacancies increased while the number of resumes declined. By the end of 2025, the number of vacancies had grown to 9,500, while the number of resumes stabilized at 82,000–83,000 — a similar situation is observed at the beginning of 2026. However, the market has not returned to 2021 levels: resumes still outnumber vacancies by nearly 9 times.

Employer demand has also shifted. Before the full-scale invasion, developers (JavaScript, Java) dominated the rankings, but since 2023, non-technical roles — particularly in marketing — have led in demand.

The situation with resumes is similar: JavaScript developers remain at the top, with resume numbers returning to 2022 levels. Meanwhile, marketing specialists now submit almost twice as many resumes as in 2022 and currently rank second.

Online Shopping — Horoshop ​

After a sharp decline at the start of the full-scale war, Ukrainian e-commerce began to recover by the end of 2022 and has maintained positive momentum ever since.

According to the online store platform Horoshop, during the first weeks of the invasion, online shopper activity dropped to just 7%. Signs of market recovery appeared as early as August, with an additional boost during seasonal sales in November and December.

Horoshop notes that businesses’ interest in online sales continues to grow even under wartime conditions. Entrepreneurs have adapted: whereas in previous years activity noticeably declined during blackouts and mass shelling, such factors now have almost no impact on the pace of launching new online stores.

Currently, more than 12,000 Ukrainian online stores operate on the platform, generating 15 million orders in 2025.

According to OLX, before the full-scale war there was strong demand for candidates in retail and logistics/delivery. A significant number of job listings were also recorded in construction/finishing works and manufacturing/skilled trades.

In 2025, employers’ needs largely remained the same — however, the volume of demand changed. Demand increased for:

  • Cashiers (median salary — UAH 18,500)
  • Salespeople (salary — UAH 18,000)
  • Drivers (salary — UAH 35,000)
